What is a Business Improvement District (BID)?
Wisconsin municipalities by state statute have the power to establish Business Improvement Districts within their community and an assessment method that allows business property owners to contribute to programs aimed at promotion, management, maintenance and development of properties within a municipality, that are subject to real estate tax.  (BID section 66.1109 of Wisconsin Statues)

When was the Superior BID established?

How large is the BID?
The BID encompasses 89 blocks, 322 tax parcels with over 310 businesses.  It is the largest BID in geographic size in the State.  Over 2,500 employees come into the BID on any given workday.  Map

How is the BID governed?
The BID has an eleven member board with 51% of the members required to be commercial property owners or their representatives.  Members serve one, two or three year terms.  The board is appointed by Superior's Mayor and approved by the City Council.

What is the committee structure of the BID?
The BID Promotion and Marketing Committee establishes and oversees marketing promotions and events.  The BID Design Committee reviews and approves all grant applications and advises on areas that impact the BID sense of place.

How is the BID funded?
An assessment on commercial property within the BID's boundaries, matching funds from the operations budget of the City of Superior and donations are the funding sources for the BID. The BID continuously seeks grants for specific needs.     

Are grant or loan programs available?
The BID has several grants for building restoration, new construction, and design assistance.  A BID Reinvestment Loan Program, through local banks,  is also available for commercial property owners.
